If now there were a Hamas terrorist who was part of the massacre on October 7 and the war in Gaza, and he suddenly sobered up, felt very deep guilt and remorse, and wanted to atone for his actions in all sincerity. Do you think he could? What actions would he have to take? For how long?

Why not? How is he different from any other sinner? I didn’t understand the question.
I also don’t understand what kind of answer you expect regarding these actions and for how long? You’re waiting for an answer like: He will have to give ten shekels in charity to three people for two weeks. Are you serious? Let him repent and that’s all. What will atone for him according to the laws of heaven? I assume that if he truly repents, he will be atoned for. But it’s worth asking God, the Holy One. That’s His mandate, not mine.
