The Arukh Shulchan wrote: “And in my humble opinion, there seems to be a simple reason: Our sifok and dancing were never forbidden, because in the time of Chazal it was when they sang on musical instruments, and they would cultivate and sifok and dance according to the order of the song, and so it is said in Yerushalmi. But now it is not at all when they sang on musical instruments, but when they chant songs of joy, cultivating palm to palm cultivation without thinking and not according to the order of the song.” (Arvah Shalet, 9).
My question is: Don’t his words contradict the rule: “A void reason does not invalidate a decree”?

He seems to mean that it was not included in the original decree at all. It is a different kind of drumming and not just a change in taste. The line between the cases is very thin of course, but he has plenty of examples in the poskim, first and last. In general, the rule of complete nullity of taste is subject to exceptions based on all sorts of mechanisms (such as the one I described above). See my article on changing the Drabnan regulations:
