According to the rabbi’s view of the relationship between the individual and the whole, sometimes it is necessary to harm the individual and even the life of the individual due to “public pikuach nefesh.” Does this mean that halachically the country should have been left open and not “closed”? After all, closing the entire economy is public pikuach nefesh that harms the entire public economically, and harms more people than those who may be affected by the coronavirus.

It’s a question of dosages and I don’t think there’s a standard answer to such questions. Both sides are a violation in general and in particular.
