Why are single women exempt (if at all) from covering their heads when they say something sacred, while men are required to?

Because for women, the definition was accepted that it was only for those who were married (by the way, there are jurists who also require single women to cover their heads).

I would search in the Bible and in the first books on the issue of ketubah (Moses and Jewish religion).
