Kosher electricity at the state’s expense

We recently learned that the electric company will invest 100 million shekels to store electricity in batteries in a neighborhood in Bnei Brak.
Some of the Haredim do not receive a permit to use electricity produced on Shabbat, and now that there is a full-fledged right-wing government, they want the state to provide them with fancy electricity without any concern about public funding.
My understanding is that the permit to generate electricity on Shabbat is based on the fact that the electricity is produced for the purposes of life safety (hospitals, etc.) and the general public has taken care of the matter.
A. Is there a real problem with the permit that is fundamentally different from all other halachic procedures such as prozbol and the business permit, or is it kosher once you find a halachic solution?
on. For someone who wants to build a house with electricity without any fear, is it legitimate to build a house when others are financing the construction?

In my understanding, there is a reason for this flaw. Completing a mitzvah is not done out of charity. From the perspective of the state, of course, there is no obligation to provide this, but it is not forbidden either. There are budgets of a similar nature. To provide mikvahs, synagogues, theaters, and so on.

There is an argument about the importance of accumulating energy for emergencies and that it can reduce long-term costs in a partner such as charging at night.
But I don't know the details.

The construction of storage facilities is also necessary regardless of the question of using electricity on Shabbat.
The already existing need for a storage facility is being considered to be exploited for Shabbat purposes as well, only bad PR and biased media turn it into "electricity for the ultra-Orthodox at the public's expense."

It is appropriate to go down on the secularists who finance all our angry’
Shabbat Nutricon Shabbat on the secularists you will extort or go down or on the electricity you will be paralyzed
