Money 💸 from an illegal pool

Gabra Elima built a pool in his yard and rents out the use of it for money 💸
The neighbors are bothered by the noise (it’s rented by families with piles of children, constant child care organizations, etc.)
The smells
The area is designated for a private garden and has become a nuisance.
Needless to say, this is illegal, unethical, etc.

He decided to make amends with the neighbors and told them that while there were no renters, they could come and enjoy for free, no money 💸 and that way they wouldn’t complain about his exploits.

I’m not that enthusiastic about the place, cleanliness, etc.
Am I allowed to trade with this license?
Bring more people in with me and charge them money 💸?
Only then will I enjoy it.
I don’t enjoy just getting wet in dirty water, and that’s no compensation for the neighbor’s misdeeds.
