Tam's question:
If only the Talmud has authority, what obligates us to the prohibitions practiced in the Sifra? “You shall not forsake your mother's law”? And if that is the case, then the authority of the Talmud as a whole is undermined, because if a custom is practiced in a particular community, it may override the Talmudic ruling.
Customs. As is known, custom follows halakha in certain circumstances, certainly when it is severe. Every custom is an exception to the law.
