Prohibition of giving a free gift to a Gentile

I came across the Rambam’s Laws of Winning and Gift, Chapter 3, with the halacha according to which “it is forbidden for a Jew to give a free gift to a Gentile,” and the explanation of the halacha refers to Laws of Idolatry 10:4, where the matter is reasoned according to the verse “You shall not pardon them.”
I read your article about the Gentiles of that time compared to the Gentiles of today, but now that I see that it is based on an explicit verse, it looks a little different. Although the verse is in the context of the peoples who must be conquered upon entering the land, the question is still troubling.

In fact, the jurists have already disagreed on whether these laws apply only to the workers of the Jewish nation or to all Gentiles, or perhaps only to the seven nations. See, for example, the beginning of the Jewish nation in the Anzite and many others.
