What is the Rabbi’s opinion on the matter of the blessing of Baruch, who said, did it come as a note from heaven or was it a regulation of the Great Knesset issued by the Necham regarding the obligation to say the blessing of Baruch?
Probably like a note from heaven. It was luck that it fell right on us.
Does the Rabbi see this as something binding?
This is not mentioned in the Talmud. And in Parach Na, 1 he debated the ability to amend regulations after the Talmud. Simply put, it seems that there is an obligation for this only by virtue of custom.
It is a fact that the Shulchan Aruch writes to skip this in order to have time to pray with the congregation.
