Religion and State

If the rabbi supports the separation of religion and state, does that mean he opposes the arrangement? (So that studying religion will also be considered a contribution to the state)

What’s the point of putting a shemita on an omelet? Both art and science are contributions to the state. There will be no priest as a hostess. You could perhaps suggest that there should be a Seder track for other studies of other groups as well. Certainly reasonable.
