Harlabag believed that a miracle can be seen as a statistically rare event, coordinated with a prediction. In the Scriptures, a miracle is always accompanied by a prophet who announces it in advance, thus making it evident that it is intentional and not accidental (except for the giving of the Torah, which is a different type of event not related to physics or statistics).
Does the rabbi agree with what he said?
The question is what he meant to say. If his intention is to define the term miracle, that is semantics. Let him define it however he wants. If his intention is to make a claim, I agree where there is clear significance. I have written more than once about the meaning of predestination in defining miracles.
