 Maimonides teaches that there will be redemption.
 Let not the Torah speak its words in vain…
 I studied instead in the parasha of Rabbi Prof. Elitzur Shlita in his travels and discussed whether only 6 of the Torah readings in Joshua and Chronicles 51 of the Babylonian and Jerusalemite and the Ramban] or all 48 of them [the conclusion of the Babylonian and Rambam] ultimately brings out that the Hasmoneans expanded and absorbed [temporarily?] Kiryat Yearim and Gamla, and perhaps another place.
 Thus, all of Maimonides’s arguments fall flat…

In a more relaxed view, Elitzur does not contradict Maimonides.
Maimonides spoke of some utopian reality that appears in the verse, “And if your God expands your border.” Meaning, we have finished conquering what we are obligated to conquer, and we are expanding into new territories, then there is a law of 3 new cities of refuge.
But Elitzur describes an almost opposite reality, a period of the Hasmonean kingdom that manages to return a few more regions [and not all of them] that were in our hands in the past and that fell from under our hands. And now there is a question, where is the regional city of refuge? So they establish an alternative city of refuge beyond what is specified in the Torah, and this is either because the original area of the Torah’s city of refuge has not yet been conquered or it is not possible to invest in settling it, so they establish something alternative.
But not from a situation of extreme expansion and distant and new territories, which is what the Torah is talking about. Which requires the consecration of 3 cities on top of the existing ones and you will have 3 cities on top of these 3. With Herod, it is not 3 cities on top of [in addition to] these 3, but rather 3 [maybe only 2?] instead of the original 3 because they are not under their control or destroyed. And there is no extreme expansion of power here beyond the limits of the command to conquer. 
Although the Rabbi is still puzzled by what hatred and you will have 3 cities from a rejected city and a rebellious son who is needed and receives a reward, this is a legitimate possibility…
A rejected city and a rebellious son, like many other commandments (jubilee, shemitah, interest, eye for eye) are not kept.
Therefore, the people of Israel are punished.
“Require and receive punishment”
On Shabbat night, I went to the house of Rabbi HaGal Nebenzel and asked him what was asked here, and he replied:
A. Herod was not authorized to add cities of refuge, so that it has no meaning[?]
Perhaps the Sanhedrin agreed with him on adding a city of refuge? [And in any case, it is within the authority and is valid] Answer: No.
B. Regarding the city of refuge and the rejected city, there is an opinion among the Sages that it is necessary and receives a reward, so that if God expands your border and you add 3 more cities to these 3, then you will 
Perhaps the reason for this is that it depends on the situation if it develops [by choice?] so that you add it to it is a promise that it will be good and successful in the future, and a commandment on how to act then.
