Using WIFI without permission
Let’s say my neighbor has wifi and he forbids me to use it because it slows down his speed or because he’s just not my friend. According to net halakhah, am I allowed to use it because it’s basically nothing and doesn’t exist?

It is completely forbidden to use. Both from the state of the kingdom and from its law. There is theft even in things that have no substance. See my article on copyright and intellectual property.
