What does the ideal state mean?

Peace be upon the Rehab Shlita.
As is known, the rabbi believes that the current state is secular and therefore one should not oppose it or agree with it and its government in everything (because it is holy). Anyone who is united under the idea that the Jewish people need a political home in the historic Land of Israel can cooperate with it to a certain extent.
The question is, assuming a Halacha state is established that works to fulfill the values of Judaism, how should it be treated then and is there any legal obligation in this (such as whether there is a religious obligation to enlist in the army of such a state and to treat public employees with respect, etc.) Is it a mitzvah in itself and part of Judaism or just a mitzvah device?

There is an obligation to enlist in today’s state as well. In principle, I think there is no difference between the situations in terms of the practical relationship to the state.
