Hello Rabbi
Can Bel Tishtzu have halakhic weight against halakhically obligatory actions? [Or kosher actions, mitzvahs, etc.] For example, eating chametz on Passover.

I’m not sure I understand. Can Bel Tishekzo reject a halakhic obligation? On the surface, it seems like any other obligation. If it is a Torah, then docha no, if it is a rabbinic obligation, then no, and so on. You need to examine a specific example.

Some rishonim understood from the simplicity of the Talmud that "do not detest" is a prohibition from the Torah. Other rishonim wrote that it was only a rabbinical decree, and the sermon in the Talmud is a reference from the Bible. Maimonides wrote that although the prohibition is from the Torah, it is not included with the other prohibitions in the Torah for which a punishment of flogging is prescribed, because it does not fit the simplicity of the written text.
