Hello Rabbi
I think my question was missed:
Given the Ministry of Health’s opinion to limit gatherings to 20 people, which was not accepted by the government, is it appropriate to hold (and call for) minyanim outside instead of in the synagogue?
It is true that there is a “severeness” here compared to the guidelines, and this is especially true in an important place like prayer, but it seems that the government’s decisions in recent weeks stem only from “upsetting a few poor people,” and in light of this, should the “severeness” be considered in accordance with the Ministry of Health’s position?

There is no clear line here. The Ministry of Health also has no line that can say why it is 20 and not 30 or 15. You can make it worse if you are very worried.

The question is whether it is true that the entire public will be stricter about this in order to reduce the spread of the pandemic (I have very little influence on this)

I don't see a need for it. And anyway, no one except the scoundrel has any influence on that.

If influential rabbis in both the ultra-Orthodox and national religious communities call for this, wouldn't it have an impact?
