Forward from the law

The Gemara in the Bible Narali writes that it is obligatory to do something before the law. So how is it before the law if it is obligatory?
Doesn’t that contradict itself?

This is written in several places. The obligation here is moral and not halakhic. Although there are cases in which the Sages have established an obligation to act in this way, it has the halakhic status of a rabbinical regulation. In such a case, it is primarily a matter of the Torah and essentially a rabbinical law.
