Mara Datra. What is his authority?
Is there today a formal authority in law and in practice in the form of a Mar Datra?
And if not, why?
[I mean ‘normal’ places appointed by popular vote… not by common business-like bullying]

This is not a question about today. What has changed today from before? If the community elects a rabbi, then it is supposed to obey his instructions. He is not a rabbi, he is a rabbi, but a rabbi of contracts. In other words, the obligation is not to him, but to the other members of the community who decided on it. Like any decision of a community. Therefore, in my opinion, there is no obligation at home to obey him, as long as it does not concern the community (such as the kosherness of foods served to the public or to others from the community).
