Is there a reward in heaven for bluffing?

A link is currently being distributed in WhatsApp groups to answer questions from the Ministry of Transportation regarding public transportation matters.
And why is this being distributed at all in groups of private vehicle owners?
Attached to the request link.
Because according to the person who wrote the message, the Ministry of Transportation is asking in secular areas, (?) because there is a question there on what days you need a taxi and there is a concern that the survey will consider that a taxi is needed on Shabbat.
Therefore, please enter and write that you only want public transportation in the sand.
Of course, this is a bluff because anyone who doesn’t use a social media account shouldn’t even answer a social media survey.
But the authors of the message write that the right to the Sabbath will remain with the respondents and their descendants, etc.
I am embarrassed.
It seems to me that even in order to avoid a public hearing on Shabbat for secular people in secular areas, it is forbidden to lie.
On the other hand, the ad writers promise that the right to Shabbat will stand…

Who is right?

I also think it is inappropriate to lie in this context. The reason for this is that there is no obligation to prevent prohibitions from something that is not at all required for the Tomatz, and of course there is also dishonesty in this. To the same extent, secularists will come in and say that one must perform the Tomatz on Shabbat even in Haredi areas. Lying has no legs. See also column 21 on holy lies.
