Beheading at the Council of Torah Scholars?

Hello Rabbi,
Following the terrible disaster of the Simchat Torah riots, accusations and investigations against the political and military leadership will also arise. At the end of the war, investigative committees will be established, and heads will probably be beheaded (metaphorically).
The Haredi community avoids serving in the army. One of the main reasons for avoiding it is based on the claim that studying Torah in yeshivas and kollels contributes to the defense of the community no less than military service. Those who claim this use the words of Chazal on the verse “A thousand down, a thousand down,” from which we learn that in war the people are divided into two, half are supposed to fight and the other to engage in Torah (see here, for example: https://www.yeshiva.org.il/wiki/index.php/%D7%92%D7%99%D7%95%D7%A1_%D7%91%D7%A0%D7%99_%D7%94%D7%99%D7%A9%D7%99%D7%91%D7%95%D7%AA).
Given that this assumption is correct, should a committee of inquiry be established on the spiritual side, similar to the committee of inquiry on the political and military side? Should lessons be learned there, too, and perceptions changed? Can one demand that any of the members of the Council of Torah Scholars resign?
If the spiritual defense was ineffective and such a massacre occurred, on whom and what should the blame be placed, on the spiritual side?
