Advertising the Miracle of Hanukkah

Is lighting the Hakonah candles an advertisement for which miracle? The miracle of the oil jug? Or the miracle of victory in the war? Or both?

The latter divided between the announcement of the miracle and the acknowledgment of the miracle, the name of which Maimonides wrote at the end of the Laws of Chanukah.
And I didn’t understand why publishing the miracle wouldn’t itself constitute an acknowledgment of the miracle? You publish it both to inform everyone and to thank God. Why not?

It’s written on the tin, but it’s clear that it’s not disconnected from the victory in the war. They probably wanted an explicit admission. The publication itself is not an admission. It’s only implied.
