If a secular relative comes to visit me and asks to boil water in a kettle on Shabbat, is it permissible to allow him to do so?

The strike of tools has not been stopped according to the halakhah, but there is a blind man here, since you are helping him to violate the Sabbath in a way that without you he could not have done so (Tari Ivri Danhara). Therefore, in principle, it is forbidden. Although if it is a secular person who does not recognize his halakhic obligation, then in my opinion there is no blind man in relation to him. Therefore, in my halakhic opinion, there is no prohibition in this. But I would not agree, and if he had any tact, he would not ask.
