The GM can’t force anyone to run and stand on a horse and swing a chariot.
If the person killed is not guilty
And the judges don’t have to
And the public cannot be imposed an obligation that it is not clear that it owes.
So there’s no one to take the funding for it from.
To execute without it is forbidden.
If so, there is no possibility of execution.
And only a 1 in 70 year old didn’t get this trick.

It seems simple in the case of the Gm’ if the witness cannot be held and saved, then there is no killing
Still, who will be forced to pay?
The killed person will claim that the Gm’ did not oblige him, so by what authority can the judge oblige him?
The public? Will pay, and even the entertainment is the one who is obligated.
But the Gm’ did not say that he is obligated even though she could have said that he was obligated, how could she oblige the public?
And if there is no payer
Then there is no product and no killing
