The GM can’t force anyone to run and stand on a horse and swing a chariot.
If the person killed is not guilty
And the judges don’t have to
And the public cannot be imposed an obligation that it is not clear that it owes.
So there’s no one to take the funding for it from.

To execute without it is forbidden.
If so, there is no possibility of execution.
And only a 1 in 70 year old didn’t get this trick.

I didn’t understand the question. The discussion is about who is supposed to finance the horse, etc. Who told you that if you can’t find someone to finance it, you don’t carry out the law? If you can’t find someone, then it comes from the public purse or they force people to pay. There is no such thing as the judges not being obligated. It’s about the public purse, and if there’s no one else, then they take from there.

The public? Will pay, and even the entertainment is the one who is obligated.
But the Gm’ did not say that he is obligated even though she could have said that he was obligated, how could she oblige the public?

Then there is no product and no killing
