Natural suffering in the world

A bit of a strange question that occurred to me –
In response to the question of natural evil in the world, the Rabbi replied that there is a technical problem that makes it impossible to create a world that would achieve its goal with strict natural laws and less suffering. So, given that God allows Himself to give us books, why didn’t He use His infinite knowledge to advance man scientifically, thereby reducing his suffering tenfold. Why, for example, didn’t He give us books at Mount Sinai on how electricity works, or guide us on how to treat diseases and epidemics?

Probably because He wants us to progress on our own. One could equally ask why He gives us the option to sin and does not program us to only do the commandments. There is value in autonomous progress that achieves goals through our own decisions and actions.
