Hello Rabbi!
I have often heard from the rabbi opposition to any lie of any kind.
What is the Rabbi’s opinion regarding the concept of “halakhah and there is no teacher so” (Rambam Hilchot Yesodei HaTorah rules regarding when someone is asked to kill, that it is forbidden to hand over anyone to them, but if there is someone who is obligated to die then in principle it is permissible (needs) to hand over, but Rambam says that there is halakah and there is no teacher so)….?

Not true. I am definitely against expanding the permissions to lie and against white lies, but I do not deny that there are situations in which it is possible to lie. There is also a difference between a situation in which the Toshbap passes orally and today when everything is written and cannot be hidden.

Except in very special cases, if at all.

I'm really sorry if I'm digging. But does the rabbi have a clear definition of when yes and when no?

The definition is no different than it was in the past. When is it really useful and may not be discovered? The question is when is it useful and when is it not discovered (which nowadays is significantly less likely).
