Hello, I want to ask if we can understand who the name is, who is the first one who created the universe, when someone, for example, controls a country, someone gave him control over it, who gave the name, where did it come from, and why is it the name and not someone else? I hope that His Honor understands the question.

You ask similar questions in different threads and formulate them in a very unclear way. It is not true that a king receives permission from someone to rule. Usually, this is not the case.
