An ideal system of government

What does the Rabbi think is the ideal system of government?
I think that in a reformed world, technocracy is the ideal system.
Why only in a reformed world?
If the definition of technocracy is a government of experts who are elected and make decisions based solely on their professional abilities, then it is clear that in an unregulated world such as the one we are currently in, this will not work. After all, it is impossible for a person, no matter how honest and moral, to make solely professional decisions without political, personal, social, etc. considerations entering into it.
On the other hand, democracy does not work so well and allows its own self-destruction by sophisticated minority groups (such as Islam in Europe), whether by manipulating the electoral system or by demographic conquest.
Maybe the best thing would be to combine the two methods together?
This means that the government will be a government of experts, but in order to neutralize the problem of extraneous considerations, they will have to create a sophisticated system that will ensure that there is equal representation of the population division in the expert panel in each field, and in this way the considerations will be more or less offset. A mechanism should also be added in which the experts will have to justify their decisions in a professional manner only, so that if there is no professional justification, the decision will not be made, and if there is professional justification, then the extraneous considerations are no longer relevant (the disclosure context and the justification context).
(You could call it a non-unocracy, or the next person to develop it further will steal the name for themselves.)
The rabbi does not have to refer to my method when presenting his method, but I would greatly appreciate it.
Thank you very much.

This is a very general question and there is no place to address it here.
