I think it definitely is.
First, the broader and more diverse the knowledge, I think the better the intuition.
Beyond that, it can be refined by formulating predictions based on intuition and testing them. For example, in halachic rulings, you can predict what Maimonides or the Shulchan Arbiter will decide, and then test yourself. The same goes for scientific, mathematical, or philosophical questions. Of course, there is no authoritative answer to philosophical questions, but when you read references to the subject, you get more perspectives and then you can see whether our opinion changes or whether the initial intuition was good.
