Hello, Honorable Rabbi, what is your attitude towards the literature of the Sages, other than the Talmud (Tosefta, Safra, Sifri, Tractates Small, etc.)? 
 
I wasn't able to find too many references and rules on the subject, I just saw that the verses choose certain parts of this literature as halakhic and certain parts not. I would love to know if you know any rules on the subject?

There can be no rules on this subject, and even if you find such, they are themselves inventions. The Talmud has a formal, binding authority and cannot be disputed. In Yerushalmi, they are more inclined to deviate from it, certainly when the Bavli is disputed (Rambam sometimes rules in favor of Yerushalmi against the Bavli, but he is an exception in this). All other sources of the Sages are for voluntary use.

Many times, laws were ruled from there by the various poskim (I am not talking about a situation of contradiction between them and the Talmud). Why did no poskim state that this was a good thing and not binding? This means that all the poskim, each poskim in something different, treated these sources as binding, hence my question regarding rules on the subject.
