What does the Rabbi say about wearing a kilt and especially short pants? In the Mishnah Berurah, he writes that it is a real halachic problem, going beyond what is appropriate and to what extent does the Rabbi think it is necessary to wear respectable clothing in prayer and on Shabbat?

I don't think the words of the Mab reflect anything beyond the norms that were in place there. The norms are what determine.

True, but even in today's norm, shorts are not something to be respected, and when a person is respected, even if he plays sports, he will wear long pants, and you have a definition of wearing a dress according to today's norm, meaning what or who can this be compared to, or everyone and their own norm, and also everyone who matters is respected to what level, what should he compare it to, meaning if he were so and so or met so and so, how would he dress?
