What and how should the sane regard it?

If it’s a rabbi elected by a community, then that’s what it is. You can leave them or just ignore them. If it’s a rabbi appointed by the government, then he’s not a rabbi in the position of a rabbi, but an official whose interest is in robbing the public of their money. Even if he has Torah knowledge, the relationship between Torah knowledge and wisdom is far from unambiguous, and I have emphasized this more than once.
