Are atheists exempt from commandments?

Hi dear Miki, I saw in one of the discussions you wrote that you discussed the bastard and that an atheist is exempt from commandments. I couldn’t understand how that exempts him… and that he doesn’t have the moral command to strive for the truth?
 
Another thing I saw that you seemingly agreed with was that if I receive evidence that there is a God, it is a sign that unconsciously I already believed in Him, I simply needed confirmation, and conversely, man has already disbelieved in God, only that he supposedly needed evidence for something (although after further investigation, I actually received evidence to support it, and not, God forbid, for heresy. The question is whether this was simply not inherent in me).
Again, I may not have understood well. I searched the blog for other places on the subject but couldn’t find any.
