Is an attack against soldiers easier than an attack against civilians? Is it even considered an act of terrorism?

Yes, because without a declaration of war it is impossible to conduct hostilities. But this is a question of international law. Morally, in my opinion, the Palestinians are not right, and therefore it is terrorism. If they think they are right, then in their opinion it is legitimate.

Which of the two questions did you answer yes to? And what is the answer to the second question?

Regarding what you said later, that for you it is terrorism. I saw online that the definition of terrorism is taking hostile actions against a certain population in order to terrorize that population in order to achieve some political goal. Is harming soldiers also considered terrorizing a certain population? Or is it because the citizens of that population feel safe as long as they are not identified as soldiers, then there is no terrorizing here.

Yes, this is an act of terrorism. It is less bad than killing civilians.
The definition of terrorism that you have given here is of interest to scholars of warfare and security. I am dealing with a moral and normative question.
