Is an intense relationship that also includes deep emotional conversation, between a guy and a girl who are not planning on getting married (or who are not practical about getting married soon) legitimate?
Both from a halakhic perspective and from matters of modesty (even if they are not necessarily halakhic)

I don’t think there is a halachic or other problem with this, as long as you don’t reach the point of contemplating a crime or committing an act.
Can actions be avoided
from thoughts of crime? Uhm, it doesn't seem so realistic to me to avoid
And perhaps the young people will be privileged to reflect on a mitzvah – on a wedding and a kiddushin, just like me.
