One can recite the blessing not only in the month of Nissan but throughout the entire period of Nissan (i.e., also in Iyar): https://www.kipa.co.il/%D7%99%D7%94%D7%93%D7%95%D7%AA/%D7%94%D7%9C%D7%9B%D7%94/%D7%94%D7%9C%D7%9B%D7%94-%D7%99%D7%95%D7%9E%D7%99%D7%A A-%D7%93%D7%A3-%D7%9E%D7%92-%D7%96%D7%9E%D7%A0%D7%94-%D7%A9%D7%9C-% D7%91%D7%A8%D7%9B%D7%AA-%D7%94%D7%90%D7%99%D7%9C%D7%A0%D7%95%D7%AA/

The Gemara in Tractate R”e means that it is not obligatory to recite a blessing except that “man danpak ve khazi” means that if he goes and sees it, then he recites a blessing. This is exactly the same as if a person wants to drink, he should recite a blessing. But it is not about having to go and look for trees and recite a blessing over them (and it would be similar to someone looking for a glass of water to drink in order to recite a blessing). Of course, this is good, but it is not obligatory at all.
Does the Rabbi agree with my words?

In layman's terms, you are right. This also emerges from the layman's interpretation of the Poskim. I did see that in the Minchat, which wrote that this is an obligation that applies to you from Nisan, but one should only recite the blessing if one sees trees.
