Is it correct to say that the Written Torah writes the meta-halacha and the Oral Torah writes the actual halacha?

Is it correct to say that the Written Torah writes the meta-halacha and the Oral Torah writes the actual halacha?
In my opinion, no. I have written several times that almost nothing can be learned from the written Torah. Neither halakha nor meta-halakha.
