Rav Yosef in the blessing of the fifth: says that there is a difference regarding the amount of water that must be added to the vessel so that one can cover oneself with it and recite the Kash. The difference depends on whether there was first water for feet or first there was water and then water for feet was added. Is this also scientifically correct?

I didn’t understand the question. There is no factual claim here that science is supposed to determine. It’s a halachic question of what cancels what and how.
By the way, this is not about covering oneself with a vessel (that is a previous issue there). Here, we are talking about reciting Shema while there is a vessel with water for washing feet in front of it, and adding the water cancels the water for washing feet and allows us to recite Kash against it.
