Civil marriage
Do you mean in favor of legalizing civil marriage in Israel? I am of course in favor of everyone getting married according to Halacha, but as a citizen (including a religious citizen) in Israel I am in favor of separating religion from the state and in particular recognizing civil marriage. I am against coercion of any kind, especially since this coercion is not helpful in any way. It only causes more and more people not to get married in the rabbinate or at all. The more important question is civil divorce, and here too I am in favor.
Is the rabbi in favor of civil divorce even if it will ultimately result in more bastards in Israel? And should those who observe the halakhah keep a family tree?
Or does the rabbi believe that a civil marriage situation will increase bastards in Israel?

Yes and yes. But it will not cause multiplication because if there is no marriage, there is no divorce and there are no bastards.
I understand that in the Rabbi's opinion, civil marriages do not require a divorce. Can the Rabbi refer me to an article on the subject?
I thought that marriages are valid because they live together and no one is acting on their own behalf for the sake of prostitution.

A person who marries in a civil marriage is certainly doing so on the grounds of fornication. It is a fact that he does not sanctify his partner but lives with her without sanctification.
