Clarification of the Rabbi’s words regarding the third identity

I want to see if I understood the Rabbi’s words.
In an interview with Yaron London, the rabbi said that the halachic authority he receives is not mediated through rabbis, but that you decide for yourself. It is obvious to me that the rabbi meant that the intention is that you decide for yourself because you have the halachic knowledge to decide on halachic issues according to your ruling?
Additionally – in the podcast with Roy Yozvitz, the rabbi said that the actual third identity will be created after the “intellectual honesty” of the Conservatives, like what the rabbi said about courts or two synagogues in the same city. Can the third identity be created through the Conservatives? That is, as soon as there is a broad consensus of Conservative rabbis to discuss these halachic questions – then inevitably the moral questions that require a decision will be discussed and not swept under the carpet.
Because from what I understand, the main problem is that on the one hand the general public is of the opinion of the rabbi (who opposes calling them laitim) and the problem is that there is no rabbinical consensus that has “big shoulders” enough to decide such questions, and therefore – how in the rabbi’s opinion will the third identity be created?
