I don’t know of a source that summarizes the material. It seems to me that Szczypanski’s book on the regulations also deals with customs. There is also a book by Sperber on the Customs of Israel, but I don’t know it.

The book Tal Amrit – On Customs of Prohibition and Permission by Rabbi Tal Duar deals with all the halachic aspects of customs such as cancellation of customs, customs of error, do not crowd together, and more. Ps. is also found in the Treasury of Wisdom.

Rabbi Toledano's book Davar Shalom Ve'Emet (a polemical book against Rabbi Ovadia's approach to halakhic unity) also contains several important articles on this subject in Volumes 1 and 2, and it is worth reading if it touches on the things you are looking for.

Sperber's book is mainly a historical analysis of the sources of various customs.

Sperber, parts A-B, does speak about the customs in general. There is also an important introduction by Professor Y.M. Ta-Shema to his book “Ancient Ashkenaz Customs.”
