I didn’t understand the question. Are you asking if the Torah has a position? I don’t think so. Or are you asking if the Torah itself is democratic or dictatorial? Simply put, it is dictatorial because we are commanded to obey. It is true that we were given the authority to interpret and decide how to apply.
