Demonstration and counting

Hello Rabbi,
Last weekend, many were outraged that the government allowed a demonstration and banned a minyan. The only question is which “religion” is more important, they shouted on Twitter.
And I was surprised that even interested people argued and screamed like crazy about it.
After all, a central question in these matters is dosage and frequency.
Prayer is held by groups of dozens to hundreds three times a day with about a million people or more. A demonstration is held once every two weeks by only a few hundred people.
If the frequency of demonstrations was as high as the prayers, they would also be banned.
And vice versa, if the frequency of prayer was the same as the demonstration, it would not be prohibited.
The aspects here are done at the macro level and the division is clear.
 
(Some have said to permit prayers in certain ways and on certain occasions, but it is clear that the concept of “no filug” is at its peak.)
Does the Rabbi agree with my astonishment or is there some oversight on my part here?
