Does consciousness arise from complexity?

Hello Rabbi,
As we know, order can create new things that did not exist at the level of individual particles. The reason for this is the fluidity of matter.
A liquid state of aggregation does not exist at the level of the individual particle but exists at the level of the whole. (Perhaps it describes the order of things)
So why can’t something complex create consciousness? Just as kidneys create urine. And individual atoms create different states of aggregation.
