Donation to the Abraha

Hello Rabbi,
I wanted to ask, was I asked by my host to donate to him from my tithe?
He claims his situation is dire and his wife does not earn enough.
Basically, he explained to me that his wife could earn more, but for that she would have to work a job with longer hours. Then it would be difficult for them with the children.
And he is a beggar and does not work, so their financial situation, he claims, is not easy.
I wanted to ask whether you think it is possible to donate tithe money in such a case? I don’t really care if the money goes here or there.
But finally he can go out and work, although he lacks education, he will be able to find a job at least for minimum wage. And his wife can work even more.
I understand donating to people who work and can’t make ends meet. But here the situation is different.

There are jurists who permit giving tithe money to Torah maintenance (and not to the poor). In their opinion, it is certainly possible. But even if it is given only to the poor, it seems to me that it depends on whether that benefactor is worthy of sitting and earning a living from charity. If he is talented and persistent, then he is worthy, and in any case his poverty is justified and considered poor. But in my opinion, it is not appropriate to give to just any ordinary benefactor. Let him go out to work.
