Eliminating terrorists and harming uninvolved people

It was recently reported that the IDF carried out a targeted assassination of Muhammad Deif. According to news reports, there were quite a few wounded and killed among uninvolved Gazans in the refugee camp where the operation took place.
Do you think the above act is permissible from a halakhic and moral point of view?
Ostensibly, why would it be permissible to cause the killing of uninvolved people in order to eliminate one terrorist, no matter how senior and dangerous he may be?
As far as I’m concerned, there needs to be an explanation as to why it wouldn’t be permissible to eliminate them directly (not as an appendix to eliminating a terrorist like Daf). In conclusion, I think it’s forbidden, but when it’s necessary to harm a terrorist, I have no doubt that it’s permissible. For an explanation, see my article here:

By the way, the situation here is even easier than what I described in the article, since the majority of those “uninvolved” support Hamas and chose it. The permit there is not conditional on that.
