The cookies, without a doubt, are not there just to stick or support, etc., they provide flavor, texture, and are even clearly distinguishable as crumbs (12.5% of the chocolate) – seemingly the blessing of chocolate should be food.
My instinct was “Where am I wrong?” (Do you think chocolate is blessed with food? Rach”l) but in light of the wonderful recent columns, maybe I should ask whether the Haredi community is right (the Badatz also casually dismissed “Chocolate? Everything!”)

The Chazon Ish said about meatballs that are stuffed with 30-40 percent bread that you bless everything.
I understand this as the Rabbi said that the law of everything that is in it means that in general what defines the food revolves around the grain in it, which is not the case with meatballs and the same with chocolate.
