Forced infant circumcision

A certain expert philosopher and heretic has a son born at a good time and he refuses to circumcise him. Is it permissible (or obligatory) to kidnap the baby and circumcise him? What is the son’s crime whose father is so severe?

The son is not a criminal. When he grows up, he will circumcise himself. It is true that the law basically enforces the mitzvot, and if his father is not circumcised, there is an obligation on the public/lawyers to circumcise him. But none of this is relevant today when society is not halakhic.

What needs to happen so that we can force heretics who deny their son a basic right to circumcision?
