The Shulchan Aruch says that gambling is forbidden because it is theft. Why is it theft? After all, I agreed to put my money in. So it follows that it is forbidden to play poker with friends? Even if it is mainly for fun?

This is a reference issue, and it begins with the Gemara. The argument is that when a person approaches a bet, he is betting that he will not lose and therefore does not have the will to pay if he loses. This depends on all sorts of differences and opinions. Although according to the law, if it is clear that there is such a will, it is valid. This is a question of fact (whether or not there is a will), and in this case we do not follow the Gemara and the poskim, but rather an assessment of reality. There is another issue, and it is that engaging in this expresses that you are an idler who does not engage in the ways of the land (and this disqualifies you from testifying). But this is only if it occupies you for a significant part of your time.

Why is this a factual claim? After all, the level of intellectual maturity can be viewed as a continuum, and they drew the line there from a normative perspective.

I didn't say there was a sharp line. I said it was a factual claim. The level of intellectual maturity varies between periods and places, and therefore it is impossible to learn from that time to the present.

In conclusion, we can say that a person who plays poker with friends occasionally for fun, and it is not the main thing in his life, and is aware of the fact that he will most likely lose, is it permissible?

Being aware is not enough. Understand and internalize and be prepared to bear the consequences. Indeed.
