General Halacha. To Rav Shalom, in the Rules of Halacha, 16, the Rabbi said that guilt comes even without a prohibition, but only for the desolation that was committed. I asked – if that is so, then apparently with every sin there must also be guilt, because if there was a prohibition, then in any case desolation was also caused by it. Did I understand correctly? We have seen that when there is another punishment or sacrifice, it eliminates the guilt. As in ordinary robbery or theft, or as in one who comes upon an ordinary man’s wife (not a degraded slave). The guilt is brought when there is nothing else that addresses the matter.

Beyond that, not every offense creates a wasteland. Only when you break into a jurisdiction outside your jurisdiction. This only happens in very specific offenses.
