What are the Torah’s views on Gentiles in general [to understand more – that is, there are some Jews whose approach to a Gentile is like that of an animal, for whom there is no room for pity, etc., and who do not care about their plight, etc.]
Should we pity them like a Jew and respect them like Jews?

There is no way to know what the “Torah view” is. It depends on who you ask. In my opinion, Gentiles are people like you and me, some are better and some are worse, just like us. They should be pitied and respected like Jews.
